A self-monitoring plan is the food business operator's own written plan of how food safety is assured on the premises. Article 5 of Regulation (EC) No 852/2004 requires every food business operator to keep a permanent procedure based on the HACCP principles; in Estonia its documented form is the self-monitoring plan (enesekontrolliplaan), whose existence and operation the Agriculture and Food Board (PTA) assesses at inspection.
The PTA's guideline says the size and cost of the plan do not matter: the plan must be specific to the business, reflect what the business actually does and match the situation on the premises. That is why we prepare every plan from the individual business's activities, premises and menu, never from a generic template.
The plan has two connected parts: the prerequisite programme, which describes the everyday hygienic routine, and the HACCP part, with the hazard analysis, critical control points, critical limits, monitoring and corrective actions. The forms that are filled in day to day come with it.
You need a plan when
- you start handling food: opening a café, restaurant, food shop, home kitchen or food truck, or beginning to transport food or sell it online
- you submit a notice of economic activity to the PTA or apply for an activity licence and need a plan that follows the guideline for your line of business
- you have a generic template or an old binder that does not describe what your business actually does
- the PTA has found at inspection that the plan is missing or does not match the business's activities

Questions about plan preparation
Yes. The requirement for a procedure based on the HACCP principles comes from Article 5 of Regulation (EC) No 852/2004 and applies to every food handler, from a café to a food producer. The Agriculture and Food Board (PTA) has published separate guidelines for home kitchens, simplified retail and outdoor events: for a smaller and simpler operation the plan is simply shorter.
Two parts. The prerequisite programme describes the everyday routine: premises and equipment, receipt of raw materials, the cold chain, waste, pest control, cleaning and disinfection, water, staff health and personal hygiene, training, traceability and complaint handling. The HACCP part holds the hazard analysis, critical control points, critical limits, monitoring, corrective actions, verification of the system and the documentation procedure. You also get the forms to fill in: temperature logs, the cleaning plan and schedule, and monitoring sheets.
Typically 1–2 weeks after we have mapped your business's activities. The time depends on the complexity of the operation and on how quickly we receive what we need from you: the floor plan, the list of equipment, the menu or product range, and the suppliers.

The Agriculture and Food Board has published separate guidelines for catering, retail (full and simplified), wholesale, home kitchens, production, e-commerce, food transport and businesses that only place food on the market, plus a fillable template for outdoor events; there is also a guideline on water used in food handling.
